As citizens of the Bywater, we support and encourage development
and growth in our neighborhood, but feel strongly that any new
development be smart, well-conceived, responsible, fit within
the historic character of the Bywater Historic District and
include adequate community outreach and feedback.
We petition the Honorable Councilman James Carter, District
C, to address the following concerns with the ICINola development
(CPC Zoning Docket 39/07): mass and density, residential height
limits, overly modern and uncharacteristic appearance, open
spaces, sustainable planning, unfair parking waivers, the relocation
of historic buildings, and the violation of Land Use Plan of
1999.
We additionally request that the following studies be conducted:
A traffic analysis that includes potential traffic from the
proposed ICINola development as well as from other developments
proposed or in progress, an economic impact analysis on current
local businesses, and an analysis of the impact on electrical,
sewer and drainage systems.
Furthermore, we would like financing of this project and tentative
retail commitments to be secured and named, that the developers
secure an insurance bond of completion that guarantees the project
will be finished as approved, and that any approvals and waivers
granted are done so on a conditional basis and that said approval
and waivers will be cancelled and forfeited with any transfer
of ownership or change in membership of the partnership.
